There is a way simpler way to do this:

First: Make the text

Seond: Make a new layer that goes under the text layer

Third: Right click the layer in the layers pane and select "alpha to slection"

Fourth: Click Select>Grow to grow it by any value you want

Fifth: In the layer under the one with the text in it, fill the selection with a color of your choice

Sixth: Right click the text layer and click "Merge Down"

@Cascade: That would be imperfectly centered around the letters the farther it gets from the center of the box. That may well be a good thing, but I just thought I'd point that out.

@Koopa1018: Actually, no. I just tried it. Cascade is very right, that's a much better and easier method. I'm gonna have to update this tutorial.
